Ingredients
- 3 Cups All Purpose Flour
- 2 Cups white sugar
- 2 teaspoons baking soda
- 1 teaspoon salt
- 3/4 Cups oil
- 1 1/3 cups water
- 2 teaspoons vanilla extract
- 2 teaspoons vinegar
- 3/4 cup cocoa powder

Instructions
- Heat oven to 350°F
- Mix dry ingredients. Make a hole in the center.
- Add wet ingredients to the hole, starting with the water. Mix everything throughly but do not over mix.
- Place mixture in the oven for 60 minutes or more.
- Scoop round balls onto parchment lined baking sheet. Bake at 350°F for 8-10 minutes. Remove from baking tray immediately when they come out of the oven. Cook on a rack. Do not frost until cool.
- Scoop fluff onto whoopie pie bottom. Cover with another “cookie” Enjoy!
